Objective: UPCE Consult Ltd was commissioned to carry out a feasibility study assessing the viability and potential strategies for upgrading informal settlements within the City of Kigali. Scope & Methodology: The assignment involved a detailed analysis of existing conditions in Kigali's informal neighborhoods, identification of the key social, physical and infrastructural challenges residents face, and development of proposed interventions covering infrastructure improvement, enhancement of social services, and supportive regulatory frameworks for sustainable urban development. Key Deliverables: A comprehensive feasibility report outlining current settlement conditions, prioritized challenges, and a set of practical intervention strategies spanning infrastructure, services and governance. Impact: The five-month study equipped city authorities with an evidence-based roadmap for improving living conditions in informal settlements while supporting broader, sustainable urban development goals for the City of Kigali.
