Objective: Rusizi District commissioned UPCE Consult Ltd to conduct a detailed engineering study for upgrading the Rusizi Town informal settlement, a large, densely populated area with significant cross-border economic ties to the Democratic Republic of Congo and close proximity to Lake Kivu. Scope & Methodology: The 12-month assignment began with a technical, economic and financial feasibility study, followed by a Preliminary Design Report and a Detailed Engineering Design Report. Our team engaged the community directly through outreach sessions and training on planning and design concepts, collected data through community-led surveys, and developed conceptual designs and a structural plan that improved infrastructure networks while incorporating public spaces, green areas, and pedestrian and road networks. We prioritized economic sustainability and environmental protection given the settlement's proximity to Lake Kivu, and prepared full tender bidding documents to guide execution works. Key Deliverables: Feasibility study, Preliminary and Detailed Engineering Design Reports, community engagement records, conceptual and structural designs, and tender documents. Impact: The study produced a resilient, community-informed upgrading plan that balances economic activity, population density, and environmental protection for one of Rusizi's most vital urban areas.
