Objective: UPCE Consult Ltd was engaged by Rusizi District to elaborate a Local Urban Development Plan and detailed physical development strategy for the Bugarama area. Scope & Methodology: Over a 6 to 10-month assignment, our urban planning, civil engineering, quantity surveying, environmental and GIS specialists reviewed the existing land use across the study area and developed a detailed local urban development plan together with a detailed physical plan covering roughly 2,000 hectares. Key Deliverables: A comprehensive local urban development plan, a detailed physical plan for the 2,000 Ha study area, and technical advice provided directly to the district throughout the process. Impact: The plan gave Rusizi District a structured, technically grounded framework to guide orderly urban growth and land use decisions in the Bugarama area for years to come.
