Objective: Under the RLGA-VNGI IDEAL Project, UPCE Consult Ltd was engaged to develop pro-poor land subdivision plans for prioritized urban residential areas, focusing on an estimated 110-hectare site comprising Kinyami, Nyakabingo and Nyakaguhu villages within Kinini Cell, Shyogwe Sector, Muhanga District. Scope & Methodology: Our team carried out a needs assessment for land subdivision in the prioritized sites, benchmarked against Rwanda's Urban Planning Guidelines for Secondary Cities and pro-poor zoning principles, and developed a cost-effective methodology to support the piloted subdivision project. We produced designs and full report documentation for the land subdivision plan, incorporating environmental and socio-economic considerations throughout. Key Deliverables: A needs assessment report, subdivision designs, and comprehensive documentation covering environmental and socio-economic aspects of the plan. Impact: The plan gave Muhanga District a replicable, pro-poor model for subdividing urban residential land fairly and sustainably, directly benefiting lower-income households in the targeted villages.
