Objective: Commissioned by the National Land Authority, UPCE Consult Ltd elaborated and developed the Ruhango District Land Use Plan (DLUP) covering the period 2023-2050. Scope & Methodology: Over this 12-month assignment our team developed land use plans for the entire district; reviewed existing district local land development plans for urban, rurban and rural areas; analyzed existing land use categories for urban, rurban and rural settlement boundaries to align with the National Land Use Development Master Plan (NLUDMP); identified technical gaps in existing plans and aligned them with the NLUDMP, District Development Strategies, and other strategic development orientations; collected, reviewed and updated existing planning data; conducted a stock-taking review of previous master plans and infrastructure/services planning initiatives to develop an integrated plan; and linked existing spatial planning tools (District Land Use Plan, District Development Strategy, Local Land Development Plans, and Land Readjustment Plans) in response to national development strategies. We also conducted capacity building for district staff responsible for DLUP implementation. For sites earmarked for physical plan development, we emphasized public-use and recreation/playground areas and green spaces, flood-prone and other risk zones, stormwater management networks, solid and liquid waste management plans, road networks/traffic circulation/parking, and utility spaces appropriate to neighborhood servicing requirements. Key Deliverables: A complete District Land Use Plan document, technical gap analysis, integrated spatial planning framework, and staff capacity-building sessions. Impact: This flagship, quarter-billion-Rwf assignment gave Ruhango District a comprehensive, nationally-aligned land use plan to guide its development through to 2050.
