Objective: Rwamagana District engaged UPCE Consult Ltd to harmonize all existing urban planning documents for the district and update them in line with the vision set out in Rwanda's EDPRS2 and urbanization strategic plan. Scope & Methodology: The 12-month study reviewed the existing Rwamagana Master Plan, developed over a total area of 5,662 hectares, and produced a new, detailed master plan for Rwamagana town covering 1,107 hectares, detailed down to parcel-level accessibility and physical planning. Among the key deliverables, UPCE Consult created a dedicated web portal for spatial navigation of the Rwamagana master plan, conducted physical planning for 1,000 hectares, carried out demarcation and beaconing of roads and plots, conducted a full Environmental and Social Impact Assessment (ESIA), and integrated waste management, water supply planning, and electricity/energy planning for the entire district. Key Deliverables: A comprehensive Master Plan document for Land Use Management and Urban Planning, an online web portal for spatial navigation, physical plans for 1,000 Ha, road/plot beaconing, and a completed ESIA. Impact: The masterplan modernized and digitized Rwamagana's urban planning framework, giving residents and investors online access to spatial plans while providing the district with an integrated roadmap for infrastructure, housing, utilities and environmental management.
