Objective: The Rwanda Housing Authority (RHA) engaged UPCE Consult Ltd to review the existing Kayonza Master Plan and develop a detailed implementation plan covering an area of 500 hectares. Scope & Methodology: Over a 6 to 7-month assignment, our team updated the existing Local Development Plan, enhanced social and affordable housing features, categorized housing typologies to support densification, and prepared 3D presentations for urban design and landscaping. We also developed structural drawings, layout details, soil and environmental analyses, and cost estimates for each implementation phase. Key Deliverables: An updated Local Development Plan, 3D urban design and landscape presentations, structural and layout drawings, soil/environmental study reports, and phased cost estimates. Impact: The project translated Kayonza's master plan into an actionable, fully costed implementation roadmap covering 500 Ha, with a strong focus on affordable and densified housing to meet the district's growth needs.
