Objective: Working through the Office of the City of Kigali on behalf of the Government of Rwanda, UPCE Consult Ltd carried out property valuation and expropriation services in Gasabo and Nyarugenge Districts for properties affected by road construction and other public infrastructure projects, spanning 2022 to 2024. Scope & Methodology: Over a 36-month engagement valued at over 371 million Rwf, our team professionally quantified and fixed the cost value of every affected property, with the objective of providing fair and satisfying compensation values to facilitate a transparent expropriation process for various development initiatives across the two districts. Key Deliverables: Individual property valuation reports for all affected parcels and structures, and a complete expropriation compensation framework supporting the City of Kigali's infrastructure development program. Impact: The assignment enabled the City of Kigali to proceed fairly and transparently with major infrastructure projects, ensuring that property owners affected by public works received accurate, professionally determined compensation.
