Objective: Following the Government of Rwanda's repossession of the Kibuye Guest House — originally privatized to an investor who failed to implement the agreed business plan — the Rwanda Development Board engaged UPCE Consult Ltd to assess the value of the property. Scope & Methodology: The repossession process involved legal disputes and compensation obligations to the former investor, making an accurate, defensible valuation essential to determining fair compensation. Our valuation team conducted detailed assessments of the buildings, land, and other assets related to the guest house, examining market value, physical condition, and potential future uses of the properties. Key Deliverables: A comprehensive valuation report covering the market value, condition, and potential uses of the Kibuye Guest House buildings, land and associated assets. Impact: The valuation provided the Government of Rwanda with accurate, credible information to determine fair compensation to the former investor, supporting a resolution to the repossession dispute.
