Objective: The Rwanda Development Board (RDB) engaged UPCE Consult Ltd to provide the architectural design for the refurbishment of 12 Business Development Centers (kiosks) located across 12 different districts of Rwanda. Scope & Methodology: Our team produced full engineering designs and detailed drawings for the refurbishment works, prepared Bills of Quantities (BOQs) for the project along with material recommendations, and used Standard Bidding Documents (SBD) to prepare complete bidding packages incorporating the BOQs, technical specifications, and detailed execution drawings. We then carried out full construction supervision across all twelve centers to ensure contractor compliance with the approved designs. We also built up unit rates for the various bill items and derived a total engineering cost estimate for the project, incorporating a 10% contingency, which was dispatched confidentially to RDB. Key Deliverables: Architectural designs and drawings for all 12 centers, complete BOQs and SBD-compliant bidding documents, full-time construction supervision, and a confidential engineering cost estimate. Impact: This nationwide, 12-district assignment refurbished a network of RDB business development kiosks to a consistent, well-documented design and quality standard, supported by rigorous cost control and independent construction oversight.
