Objective: The Government of Rwanda, through MINICOM, engaged UPCE Consult Ltd to carry out a feasibility study for developing Rwandan-held land in Djibouti into a logistics hub, together with the detailed engineering design and construction supervision of a perimeter fence for the site. Scope & Methodology: Our team carried out extensive research and analysis into Rwanda's trade challenges arising from reliance on neighboring ports, and examined Djibouti's offer of land as an alternative regional logistics gateway. This included a review of Djiboutian socio-economic conditions, land use policy and regulations, and existing and planned infrastructure such as port and airport relocation plans. We also assessed utility requirements (water, power, telecommunications) and the procedural steps investors face when setting up business in Djibouti's investor-friendly environment. Key Deliverables: A comprehensive feasibility report covering site suitability, policy landscape, infrastructure needs and investment procedures; and complete engineering drawings, technical specifications, and a Bill of Quantities for the perimeter fence, followed by full-time supervision of its construction. Impact: The assignment gave the Government of Rwanda a clear, well-documented understanding of the opportunities, risks and technical requirements involved in establishing its own logistics presence outside its borders, and delivered a securely fenced, professionally supervised site ready for further development.
