Objective: Commissioned by the National Agricultural Export Development Board (NAEB) in line with Rwanda's national tea sector strategy to increase production and productivity, diversify the tea product portfolio, and improve green leaf quality, this study examined the suitability of the roughly 2,000 hectare Cyato site for tea crop expansion. Scope & Methodology: UPCE Consult conducted an environmental suitability assessment of the site for tea farming, evaluated the availability of basic infrastructure needed to support development, and carried out a socio-economic impact assessment of the proposed project. Our team produced a general description and illustration of the project area, established the reference (baseline) situation, and justified the suitability of the district and sub-district for tea production through detailed soil analysis covering soil structure and composition. We then proposed a land-use allocation plan balancing tea cultivation with forest cover, and identified areas suitable for human settlement to accommodate farmers, tea pickers and livestock keepers who would support the expanded plantation. Key Deliverables: A full feasibility report with environmental, infrastructural, socio-economic and soil-suitability findings, together with proposed land-use and settlement plans. Impact: The study gave NAEB the technical justification and planning framework needed to responsibly expand tea production at Cyato while safeguarding environmental and community interests.
