Objective: On behalf of Bugesera District, UPCE Consult Ltd conducted comprehensive feasibility studies and technical assessments for the establishment of two new Technical and Vocational Education and Training (TVET) institutions, located in Rweru and Ngeruka Sectors. Scope & Methodology: Our team evaluated the suitability of the proposed sites, analyzed infrastructure requirements while giving due consideration to environmental factors, and assessed the local educational and skills-development needs that the institutions would need to serve. This work informed technical guidance covering the design, implementation approach, and long-term sustainability plans for each facility. Key Deliverables: Site suitability assessments, infrastructure and environmental analysis reports, educational needs assessments, and design and implementation recommendations for both TVET centers, ensuring compliance with relevant technical standards and construction and education-sector best practices. Impact: The studies gave Bugesera District a solid technical foundation for building two vocational training facilities that directly respond to the skill-development needs of the Rweru and Ngeruka communities, supporting youth employability and local economic development in the district.
